Yes.  VaRPG creates a PC program that can optionally connect to the iSeries.
If you have done Windows programming before (say in Visual Basic) then
you'll be able to quickly come up to speed in VaRPG.  If not, then your
biggest learning curve is going to be understanding the Windows UI, how to
implement standard Windows 'look and feel' and the event driven programming
model.
