Yes and no.

If you have software subscription, and if you already have ADTS and at
least one compiler _then_ it is free since they are repackaging all the
tools under one umbrella.

The package consists of all the tools in the V4R5 WDT/400

plus the new Webfacing product

plus _all_ of the current compilers including the brand new C and C++
compilers.

Apparently the Webfacing tools will also be available to V4R5 users but I
don't know how you order that.
