Licensing

I have a question about the licensing of WDTS.  I purchased 2 licenses via the web site back in late November.  I eventually received 2 shipments of the software, but was also charged for 2 licenses for each shipment.
 
My question:  Is there usually 1 shipment regardless of the number of licenses?  If so, what "proof", other than my Internet Purchase printout, do I have as to the number of licenses I have paid for?  If there is a shipment per license, then I guess I have to fight with IBM a bit more.
