Don,
I have never used a record format, I've always used the database format.
The database must be created in the library that you are pointing.  So
must the database that you are referencing.  My library list is set up
so that it contains the libraries with the files in it.
The following is an example of the actual code:
FILE-CONTROL.                                    
 ---------------------------------               
    SELECT TFACR-FILE                         
        ASSIGN TO DATABASE-TFACR              
        ORGANIZATION IS INDEXED                  
        ACCESS IS DYNAMIC                        
        FILE STATUS IS FILE-STATUS               
        RECORD KEY IS EXTERNALLY-DESCRIBED-KEY.  
DATA DIVISION.                      
FILE SECTION.                       
FD  TFACR-FILE                   
    LABEL RECORDS ARE STANDARD.     
01  TFACR-X.                     
COPY DD-ALL-FORMATS-I-O OF TFACR.
