EXIT PROGRAM has effect if the program was called by another
program. If it was not, EXIT PROGRAM has no effect.
STOP RUN always ends the program no matter how deep
the call stack is. Many programs end with this:

EXIT-PGM.
    EXIT PROGRAM
    .
STOP-PGM.
   STOP RUN
   .

This construction then always works.
GOBACK is just a shorthand for the above construction,
and used to be an IBM-only extension.
