1. Does the item that has the set-up and machine time
   end up with the correct "this level" unit cost ?
   If yes, then the set-up time is being correctly
   spread out over the lot size. If no, then it is not.
2. The parent with too much cost:
   does it have this level cost as well as previous level cost? If the item 
with the set-up time is the child,
then the parent's  cost associated with that set-up time
will be in the previous level cost bucket. Perhaps the MIS up-loads hit "this 
level" and the cost rollups hit previous level ??
