Disaster Recovery/Temporary Key Availability

Just to see if the situation has changed:

In the Archives, getting a DR key for testing purposes
if you were not signed up with OGS was impossible.

There was talk that if you did have a real outage, that
SSA would 'negotiate' a payment for a key, with a figure
of $10,000 being mentioned back in April 2002. 

What is the current status of DR keys/payments?

(We are updating the DR plan and are not currently on OGS,
so trying to determine costs.)

[ Currently using BPCS 6.101 full gui/heavily modified on
a P30-tier machine ]
