This may not be your situation, but one of the things that hang up Shop
Orders is a failure to print the shop order when it is created.  There is a
link between the work station setup and the shop orders created.  If the
clerk creates an order, and then loses connection to the host before the
order is printed, then the Shop Order number will be locked and further
processing on that order is not allowed.  Again, this may not be your exact
issue, but it needs to be investigated.  Please create an order, break the
connection for that PC or terminal and see if the problem is re-created.
The only resolution is education.  Print orders as soon after creation as
possible.
