We had exactly the same problem with the inserting of lines on OE and also got
the same lame response from SSA (E BMR).  The rumour is that SSA did not develop
the version of OE in V6.1 and this is why there is some functionality missing
(compared to V6.04).  We have also picked up a number of other problems with OE
and we have subsequently re-written OE ourselves and whilst the resequencing of
order entry lines does require some complicated programming, there is no effect
on the database design.
