Just a follow up to this.  The usage codes that are referred to below, live in
the Advanced Process Industries (API) module, and are used in the BOM.

Allocations won't be calculated if the quantity of an item on a BOM is 0!

What can be done to track tooling on a BOM is to assign a usage code of '0' to
the item in a BOM and a quantity of '1'. The usage code of '0' will fix the
requirement at 1. This means that an allocation of 1 will occur on every work
order that uses this item regardless of the quantity of the work order. That's
what the usage code of 1 does.

This opens many possibilities for tracking the inventory of the tool. If the
tool needs to be prepared prior to assembly, it can be tracked by assigning the
tool number to a routing operation number on the BOM. If the tool needs to be
assembled from component parts, these component parts can be added to the tool
number as components.

Remember that inventory and MRP will see the tool number on the BOM and will
create requirements for the tool just like any other material requirement! It's
a good idea to prototype this type of change to see if it works the way you want
it to! At least you have visibility to your tooling needs!
