You have several distinct issues to deal with.

Financing the right to use the product so long as your company needs it
Financing relevant tech support
Financing competent education for BPCS users - another thread another time

You CAN run BPCS without having OSG or equivalent service
I do not recommend that course of action

Temporary key is temporary ... SSA GT will only issue a very few then you 
will be shut down cannot use BPCS period

You only get the permanent key licensing you to use BPCS on your current box 
when you pay the license fee based on number of users on your current box, 
then you have to re-visit licensing question if you change number of users or 
box that is hosting BPCS.  You should expect that getting a new key on a new 
box will have minimal impact if you current on SOME BPCS tech support, not 
neccessarily OSG, and the box is not a major change like CICS to RISC was.

OSG is a separate animal than the license to use BPCS.

OSG is tech support from SSA GT or their official reps in your country.

Several 3rd party outfits offer various kinds of help support alternatives to 
OSG.
