which cost set?
actuals change as part of the CST900 process.
are you using the configurator product? if so it does a cost roll-up as part of 
each configuration. there is a system parameter that tells which cost set to 
perform the roll-up in.

and my last thought would be, do you have users entering costs and performing 
cost roll-ups, perhaps unknown to the mis dept?

Does anyone know why standard cost change ? if we did not run Load
standard from routing or cost set roll up.
