Those records are legitimate when you are working with global realities as 
opposed to doing everything by facility.  In my opinion, the software that 
accepts input that would create global entries should be checking your SYS800 
parameters to see if you are setup for global or for by facility & if a human 
tries to create a record that is in violation, there would be some kind of 
error message requiring F14 or something to enter an exception to the normal 
rules.

But the reality is that BPCS lacks such checking in many entry programs.

Thus if you periodically have some personnel who are new to their duties & do 
not fully understand the significance of all fields they are keying into, 
there is grave risk of human error that will go undetected.  Those 400 
records you found were in all probability entered by a human being or are in 
consequence of human error.
