Yes. My company has seen this and even stranger the cost in bucket 0 could be a number >0 even if all the other buckets (1,2,3...) are 0. Periodically, we copy set 2 over into another temporary cost set and then completely delete set 2 (using SQL delete). Then we copy the costs in the temporary back over into set 2. This seems kind of silly but, what this does is cause bucket 0 to rebuild. When you copy a cost set it only copies buckets 1,2,3.. then it actually creates bucket 0 and recalculates the value that should go in it.
