I had a client with a similar request. What they ended up doing was to cut purchase orders for consulting services. The purchase orders were cut for an estimated number of hours that they thought would be incurred with an hourly rate attached to the hours. If the project started to run over the estimate, they simply maintained the number of hours on the purchase order. The purchase orders were only cut for consulting hours. Any travel expenses incurred were expensed at the time of A/P invoice entry. A separate warehouse was setup for Administrative Services. All purchase orders for Sales and Administrative issues were cut to this warehouse. The Sales managers and other administrative managers had access to only this warehouse. When they approved billings for consulting services, advertising, and other professional services they receipted the invoices themselves and printed out standard BPCS receipts. They attached the receipts to the vendor invoices and forwarded them to accounting. Vendor invoices were mailed directly to managers responsible for incurring services. This method requires only a minimal amount of training for managers and eliminates interco mail packages whereby invoices are being sent out of accounts payable to various departments for approval, and then back again.
