So you have virtually NO data and the performance is still horrible? Are your numbers only active records, or are those the total physical file record counts? Have you looked at an executing transaction in detail? Is it doing a lot of physical I/O or just racking up CPU time without I/O? If it's doing I/O, look at which files are getting the activity and look into purging/archiving those files.
