I do not know about V4R3, but one of my current clients loaded a batch of PTF's that SSA recommended for SQL performance on V4R2 this weekend. They're running 6.0.02 mixed mode (I'm there for the 6.1.00 upgrade), and Monday morning performance was nonexistent for all client server applications. The job logs showed things like "Token * not valid", and "An additional 16Mb of memory was allocated to the job". A call to IBM provided a downloadable PTF that corrected the problems (had to end two prestart jobs in QSERVER to apply). Could be a similar situation...
