You are correct that the BPCS/36 had a function that stored quantities at a 
specific decimal precision.  It used Item Type and automatically rounded 
transaction quantities to the specific decimal precision.

BPCS CD does NOT have such a function for inventory quantities.  It does have 
a field in the Item Master (Discrete), but this is used only in Forecasting 
(FOR510) to round up future Forecast Quantities.

As you are seeing, you will get fractional issues in backflushing if your BOM 
calculations (using Qty Required and Scrap Factor) are NOT in whole numbers.  
The solutions to this issue are to modify BPCS to incorporate your business 
rule OR to use the manual audit technique that you described.

You will also have fractional quantities from the BOM calculations for Shop 
Order component requirements and for MRP Planned Requirements.  At least for 
the MRP Planned Orders that are created, you could prevent decimal quantities 
by using the Order Policy Code of "J" (Multiple of Lot Size) and a Lot Size 
of a whole number.
