Yeah, AL,

We have had and still have that problem.  During implementation years ago, 
someone at SSA thought that the discrete flag in IIM was the answer and told 
us that was the fix.  We later tested that when users were complaining and 
found that to be erroneous.  

We do need the decimal positions in a few situations, like wire, some liquid 
epoxy, etc, that are not unit of measure EA.

Let me know if you find a good answer for this issue.
