You will get this message when there are existing active ECHW and ECLW
records for the order in question.  The records should be deleted as they
are only work files.

As for issue #2, check the flags in the customer master like auto-create
packaging as they invoke other programs that tend to create looping problems
in the order post job stream.  However, these looping problems should be
addressed by active BMRs.
