Those both sound like patches.
You probably need the full "core" install repository to fix the issue.

If adding the full repository to the list doesn't fix it, then you will need the full repository to reinstall the product anyway.

Thanks for the idea. I added version 9.6.0.4 and 9.6.0.7 to the repository list with 9.6.0.13 at the top. Those are all of the repositories I have downloaded. I still get the same errors, but the error messages indicate it can't find them in each repository I have listed, so it is checking them.
