I think I'm missing something. What directory would I drop the plug-in into?

I think you may have something with the update manager. I seem to get errors on every site in the list even if it was placed there by the install.

If you download the feature & plug-in, you should be able to extract them somewhere else and point the update manager at that location and install them.

I would focus on why the update manager isn't working ... I looked at the quantum db update site and there should be nothing wrong with it.
