Does your new system use Windows 7?
It seems that Eclipse updates silently fail if they don't have permission
to write to the installation directory. On Windows 7 it is typical to
install as Administrator but run the program with reduced privileges. (I
think this also affects Linux clients.)
If you start RDp as administrator, are you able to install the software?

That depends on where it's installed.

If you use the default location ("c:\Program files (x86)\...") then you do need admin rights to do software updates (and even run the software, if you have UAC enabled).

If you install it somewhere else, you should be able to do updates (and run) without admin rights.
