Where we have different pack types we just set them up in the Warehousing module and use it to do the location control at the pack type level.  This works pretty well for us and avoids the multiple item number issue.  Do you use Warehousing?  We are on 3.5.2b and are a straight "green screen" operation.

We have a situations where we have one base item number which is packed into several different pack styles / qty's per various customer specifications.   We need to control the inventory on the pack styles, but don't want to set up several item references for the same item, because of the confusion and difficulty of maintenance.   We still have to make sure the production people can book production on the assembly so the component items are issued.
 
Example:
Base Item:  123-A12-123 Widget
    Pack Style A:  Container Type: C3 120 pcs
    Pack Style B:  Container Type: C1  60 pcs
    Pack Style C:  Container Type: CB 3 pcs
 
Are there any other options?
