Is that true? I seem to recall Giovanni Perotti initially saying it was open source. But then calling for IBM to make it open source. Then IBM promising to make it so, but not doing it.

It's really difficult to find good information about this. The best I can find is that the Renaissance framework redistributes the CGIDEV2 source, and states that the entire framework (which includes CGIDEV2) is distributed under the Mozilla Public License.
