From what I remember IBM did refuse to open source it, but, you do have
all the code on your system when you installed it. Nothing is stopping you
from making the changes yourself, I just wouldn't expect IBM to
incorporate your changes into future versions of CGIDEV2. Where Giovanni,
may have done so.

Is that true? I seem to recall Giovanni Perotti initially saying it was
open source. But then calling for IBM to make it open source. Then IBM
promising to make it so, but not doing it.
