I am a COBOL programmer getting back to RPG after 15 years.

Your parms are declared/defined as follows;

LINKAGE SECTION.
01 data-record pic x(10600) .
01 XMLMsg pic X(10600).
01 IFSFile pic x(50).
01 ret-code pic xx.

and the program expects them because they are used here;

Procedure division using data-record xmlmsg ifsfile ret-code

I have not compiled the code, so I'm not sure what the error is you are
getting. When you call the program you must pass 4 parms, all character as
listed above.
