CIPHER and MCH2808 -- RPG400-L

On a test partition I have a simple procedure that ciphers a password with 
_CIPHER builtin and works fine. 

I moved the program to production partition and I get the error MCH2808 subcode 
X'03'

The AC3 product is installed on both partitions. What is there missing ?
