Thanks for clarifying my mistake.  As I am running 1.2, I went back and 
verified that, yes,
I have set the QIBM_RPG_JAVA_PROPERTIES environment variable as you describe.

When JNI is being used to start the JVM (as when RPG calls Java),
SystemDefault.properties works for every property _except_
java.version.  See

To set the java.version property, use the QIBM_RPG_JAVA_PROPERTIES
environment variable; set it up before the JVM gets started.  You code
the properties just like in the java command (with the initial -D),
separated and terminated by some character (say semicolon).  You need
the separator even with just one property.

   ADDENVVAR QIBM_RPG_JAVA_PROPERTIES VALUE('-Djava.version=1.4;')
