How about starting the for loop with 0? viz:

c                   eval      p_ListStart = p_ListHeader + DataOffset
c                   for       EntryNo = 0 to NumEntries
c                   eval      p_ListEntry = p_ListStart +
c                                     ( EntrySize *  EntryNo)
c***       ... at this point, the JOBL0100 data structure contains
c***       ... one of the entries of the list.
c                   endfor

If C programs can get used to starting with zero when they count
(how many fingers Johnny? '0,1,2,3,4 - Five teacher!') I guess we
can.
