I'm far from being an expert on networking, but if I'm reading this
table (and notes at the bottom) correctly:

Then you are trying to combine two Class B networks, which would mean
your CIDR would have to be somewhere between /9 and /15.

I will not venture to narrow things down further than that, because I
don't really understand these things.
