As to starting the VIOS partition you need to set it to start when the system starts. It’s part of the partition definition, which most folks turn off. I think in the properties of the partition.

To end the partitions then VIOS I would use a script that either the HMC could run, or in my view VIOS could run. Use an SSH connection to each of the LPARs and issue the proper shutdown commands. You can check the status of each partition by using HMC (again SSH) calls to get the status. Once everything is down the issue shutdown in VIOS.

This is essentially the same technique used to start a flash copy, start the flashed partition, back it up, end the partition and stop the flash copy.

A bit of unix scripting and you’ll have your solution.

Aside from that I’m unaware of a canned IBM solution.
