Different kind of code. Not the manufacturing/shipping location as the
first two digits in the serial number indicated.

For instance 21 is Mexico for manufacturing. On that chart it's 484.

10 was Rochester MN back when they actually made systems.

Where can I find a table of IBM Country of Origin Codes? For example if
my serial number is 7512345 then where can I find out what country is 75?
And, yes, 75 is the country I'm looking for in this example. The 12345 is
redacted info.
