There has to be a network connection to the LAN console set up that is true. And it requires the set up to be correctly. Should be easy to fix. (Yes there will be a few minutes of down time and your remote site will need to provide “local hands”). So assuming the normal LAN communications are currently on T1 the steps are

1) get the resource name for T2,
2) shut down TCP (go to restricted state)
3) move the cable from T1 to T2
4) change the line description so the resource name is the same as T2
5) bring up the system.

Now plug in a cable to T1 that is on the network. Since you already have it configured, it should then connect.

The only problem I see in this is you need a console to be in a restricted state, so, there is a chicken/egg problem. I can think of a couple of ways to get past that issue.

Have the “local hands” plug a line into T2.
Configure a new ethernet connection (line, address etc.) for that line.
Connect to your new line in T2
Shut down and vary off the line in T1
Configure to be the LAN console.
Sign on to the LAN console
Move the IP configurations (from the old T1 interface) to the new line
Vary on, start the interface,
Done.
