Are you sure it's the MSF jobs that are the problem ?
I would have thought this was more up the SNADS alley.
Have you started subsystem QSNADS ont he receiving *and sending) machine ?
Is the user enrolled in the system directory on both systems (or do you
have an *ALL ENTRY in the directory for the system) ?
have you configured Distribution Services correctly on both systems ?

don't want inadvertent emails going out from our test system to customers
