Notwithstanding the reference to a hardware abstraction layer in Windows,
the wikipedia article on that doesn't sound much like the IBM i LIC.

However, Microsoft created .Net in order to insulate various language
environment from changes in the operating system. Again, not a great match,
but ... in a way.
