This is probably due to a previous backup error on the same tape. The last file on the tape is not properly closed with the EndOfFile label, and therefore (the last file) cannot be used. This error also prevents the tape to receive further files.
Normally, you should be able to read the tape up to the not complete last file.
If you want to use this tape for writing, you have to force writing something in place of the not complete last file. Make sure to retrieve its sequence number and run a save command with a small quantity of data (for example SAVLIB LIB(QTEMP)) and with the proper sequence number. This will clear the last file error, so that you can further use SEQNBR(*END).
