For a small setup like that, a dozen PC's with IBM i Access will require no more IT staff than the twinax of old. Most companies already have a PC on every desk and a network connecting them all. Just put the i on the network and a client on the PC and you are golden. If you don't want to install all those clients, IBM has a web version that runs on the browser. I have never used the web version of client access, but my previous boss liked it.

I take your point, but it doesn't matter that it stands alone.

I just need an ultra-reliable platform that can run 5-15 workstations
without needing lots of IT staff.

Since a gui isn't needed, something that mirrors the simplicity of twinax
into a 5250 will be fine.

Which is why I thought a modern version of S/38 would be ideal.

FWIW I was also thinking of a Linux Terminal Server setup, but I have no
experience of that.

I would ask yourself:
What is your 5 year plan?

Will these users still be running straight green screen applications in 5
years?
Will they start using the corporate email?
Will they start using Fex Ex, UPS, or other shipping software?
Will they start using browser based applications?

I really don't see any point to a single purpose 5250 only machine.

Ask yourself this question: If you were that user and you already had a
device capable of web browsing, word processing, Excel, Email, etc., would
you consider it a divine upgrade to get a 5250 only terminal?

We replace twinax terminals with Linux-based thin clients running 5250
emulation. Not as many points of failure as full PC's.

If the substitute for a dumb terminal is a PC running IBM i Access Client
Solutions (under Windows or Linux), doesn't that mean more work
administering Windows or Linux on all the client PC's?

And, running Windows / Linux on those PC's adds further points for
software failure?
