You may want to try this:
WRKSBS
F11=Display system data

Does your controlling subsystem show ACTIVE or RSTD? If it shows RSTD
then you're running in restricted state, and you may be trying to bring
things up piecemeal.

You have two choices
STRSBS your controlling subsystem
or
IPL

The default controlling subsystem is QBASE. Most people running a bunch
of 5250 interactive jobs change it to QCTL. I leave it at QBASE for my
straight Domino based lpars.
