That's the only reason I can think of that makes sense, but you're trading
time on start up for time creating the devices.
All:
If virtual devices are left varied off, then either the system varied them
off due to security settings, or application software is doing it. Either
way in a telnet world that's not a proper state for the devices to be left
in.
Consider: Changing the number of virtual devices the system can create
(system values) and have a program that runs nightly to vary on devices that
were varied off. That should limit the number of devices in total and keep
them in a status to be used again.

The QINTER subsystem will start up much faster too if there isn't huge
amount of unused QPADEV* devices hanging around.

time.
IPL does not vary them back on.
