A before/after trigger may still allow the row to "change" but look at
this logic:
I'm still thinking RPG triggers (forgive me)
But you take the before image as one big data structure, compare that with
the after. If they are equal you do not change the row change timestamp.
Granted, you'll have to turn it off as a row change timestamp.
