You can get iNav monitor to restart after being shut down normally. In
naming you monitor simply include &RESTART as part of the name.

For example I have a "CPU Monitor &RESTART" that comes back after the
system IPLs or returns from restricted mode. I do have to include a normal
ending of the sever with ENDTCPSVR *MGTC followed by a short delay job to
allow normal ending of the monitor.

I have used this now since July of last year with minimal interruptions of
monitoring.

them every day since our system goes down for backups and comes back at 3am.
The jobs I am concerned about are scheduled for after backups. So
Navigator seemed to not be able to do what I want since I haven't figured
out how to start them again after backup.

IBM i Navigator has some tools as long as you already have the software
license. I monitor for specific messages showing up in the QSYSOPR msgq
and send email messages based on them. I also have it monitor disk usage
and CPU usage. Notification can happen when those go above a threshold.
