Yes there will be TRs to follow. This is the main mechanism IBM is using to continue to add function to i 7.1. Once i 7.2 ships that release also will use the TR concept and as long as it's still supported their always could be another TR for 7.1.

They don't kick them out due to calendar dates, they kick them out when there is support needed for new hardware or there is new function that requires significant updates to the LIC.
