I had tried KBDTYPE(USB) on the session to the HMC but got the same results. Since there are so many options I have not tried them all!

It wasn't HMC access, but I did have some problems with telnet to
other i systems which I solved by explictly specifying KBDTYPE(USB) on
the TELNET command.
