When possible I strongly recommend deleting obsolete programs BEFORE
upgrading OS. Why? Here's one reason,
suppose you have 5721XYZ installed. And you run DLTLICPGM 5721XYZ. In
that process it calls a program that's part of 5721XYZ to remove certain
objects it copied to QSYS and do some other stuff. Now, suppose that
program it calls never passed ANZOBJCVN, or has other issues with the new
OS.

You also may want to consider applying all PTF's for 5721XYZ permanently
before removing it. This will help to remove temporary PTF files of
objects saved when only temporarily applying PTF's.
