IBM's officially supported migration path...

Upgrade the v5r4 server to 7.1 save it, and restore to the new box. I
personally would take advantage of the fact that you've got the second box
there and would get it up and running ahead of time to do some testing.
Then on cutover weekend, I'd restore the latest 7.1 save from the old box.

I've done the above multiples times in my 16+ years on the platform.

I have never, nor would I ever try to move from the v5r4 box directly to
7.1 without experienced help. At my current employer, we replaced 100+
v4r5 systems with v5r4 ones. But we paid IBM and and BP to come up with
and implement the process. Even with experienced help, I wouldn't be
willing to do this without testing the process and my applications on the
new box first.
