Well, I'm not sure but I'm following the MS03 support pac doc that says to move the file from my pc to my AS400 machine;
cd qgpl
bin
put MS03

Then the next few lines of the doc tell me to restlib savlib(ms03) savf(qgpl/ms03). So, MS03 must be a savf.
