Hard to say if it might work for you, but take a look at 

http://www.shopkeep.com/. ; It's an impressive little product.

That kind of reinforces my point earlier about POS systems being designed
for retail merchandising as opposed to collecting fees for city services and
permits. Why would a city government be concerned with margins and markups?
