AFaIK the effective convention was that all "inquiry" messages as defined\shipped by IBM were defined having SEV(99), especially *if* the default reply was cancel [i.e. failure; an Escape would follow the cancel indicating that "A cancel reply was received... so the processing terminated"] versus a default reply which was considered innocuous.

The CPA prefix [naming] defines mostly, the OS "inquiry" variety of messages. Paging through WRKMSGD CPAAAAA [to CPA9999] presumably will show that the vast majority of the messages with that prefix have the SEV(99). IIRC, a review of those with a lower severity such as SEV(0) or SEV(30) will likely show they have a default of I=Ignore [perhaps with no other allowed reply values], or are not even defined as an inquiry-capable message.
