Nobody can size a system for your with that amount of details. You
need to talk to the application vendors and get their sizing
information. And even then, sizing is mostly guesswork based on very
little real data.

If you're talking about an inhouse application, talk to your
developers. Sizing very much depends on how an application works - for
example:

If you have 2000 users seldomly query the same 5000 database entries
using a properly developed application (correct indexes, foreign keys,
etc.) over and over again, a Power 520 with 2 disk drives and 8GB of
RAM might suffice (that's about 15-20k$).

If, on the other you have 2000 users working on the system 8 hours a
day, using a database in the multi-terabyte range that was written by
complete idiots using full-table scans, even the fastest systems (e.G.
a 595, which costs multiple millions of dollars) won't be a able to
get good performance.
